The Planning and Strategy Directorate is a central governance and management unit of Makerere University, responsible for providing strategic leadership in institutional planning, development, and performance management. Headed by the Chief Planner, the Directorate supports the University’s mission by coordinating long-term planning processes, guiding resource allocation, and ensuring that institutional growth is systematic, evidence-based, and aligned with national and global development priorities.

The Planning and Strategy Directorate translates Makerere University’s vision into clear plans, prioritized investments, and measurable results. We coordinate strategic planning processes, guide institutional development projects, support resource allocation decisions, and track performance to ensure that the University grows in a planned, sustainable, and accountable manner.
 

Mandate

The Planning and Strategy Directorate is mandated to lead institutional planning, strategic development, and performance monitoring in order to promote sustainable growth, efficient resource utilization, and informed decision-making across the University.

In fulfillment of its mandate, the Planning and Strategy Directorate is responsible for:

  1. Formulate, coordinate, and review the University’s strategic plans, policies, and development frameworks in line with the University’s vision and statutory objectives.
  2. Guide the planning and implementation of institutional development programmes and capital projects, including rehabilitation and long-term development of the University’s physical infrastructure.
  3. Develop and institutionalize planning, budgeting, and resource allocation frameworks to support the preparation of development and recurrent budgets aligned to strategic priorities.
  4. Monitor and evaluate institutional plans, programmes, and projects using approved performance indicators and results-based management frameworks.
  5. Establish and manage institutional planning data systems to support evidence-based planning, policy formulation, management, and reporting.
  6. Coordinate the development of institutional projects, including engagement with development partners, to ensure coherence, strategic alignment, and compliance with approved frameworks.
